Recommendation has two dimensions: at national and the GCC level
1 Improve formulary management system in GCC and develop essential drug list at GCC level
2 Develop and update national/ GCC standard treatment guideline
3 Develop mechanisms to ensure individual right at the GCC to access and receive all essential medicines, mainly within health insurance coverage
4 Encourage outcomes research by starting with pilot studies
5 Use of regional and international expertise and experience in this field
6 Providing ongoing training and education
7 Pharmacoeconomics/ health economics should be incorporated in the curricula and actually serve to bridge education across the disciplines of medicine, public health, nursing and pharmacy.
8 Encourage specialization in pharmacoeconomics and health economics in order to provide the specialized human resources for the future needs
9 Formation of A GCC multi disciplinary steering committee nominated by the health ministers in the GCC, work under the supervision of Executive Board of the Health Ministers' Council for the Gulf Cooperation Council States. Committee would be responsible for developing an action plan and set priorities and take the necessary steps towards establishing platform designed to improve health care outcomes based on pharmacoeconomic methodologies, health technology assessment and outcomes studies in the GCC countries. Committee should establish a 5 year plan of goals and milestones. It functions, for example, and not limited to:
a Develop a proposal of terms of reference to lay a special emphasis on the responsibilities & duties steering committee and of the task forces
b Forming national and regional task force teams and ISPOR chapters
c Development of a “toolbox” for the healthcare decision maker ( Creating the required infra-structure for PH.E application and Health Economic and Outcomes research (HEOR) in the GCC)
e Creating a PH.E. Data bank (could be adapted from global sources)
f Funding of the effort should be also considered with a strategic plan and stated outcomes for the short term (First Year) and 3 to 5 year period.
g Drafting and approving the GCC Guidelines on Pharmacoeconomics
h Set strategies that control and reduce the drug bill without affecting the quality of services provided
i Assess the needs for creating Health technology Assessment Agency in GCC
j Support from many of the academic health disciplines in addition to pharmacy such as medicine nursing and public health.
